DESCRIPTION "The stateChangeNotification is sent whenever the
operational state or the availability status
of a managed object changes. If there is an alarm,
a stateChangeNotifications and an alarmNotification is sent:
one for the alarm, another one for the state change.
They are sent almost at same time.
Due to SNMP protocol the order of arrival is not fixed,
but normally they should be received in a small window of time.
When the state change is due to an alarm, 2 fields are populated:
managedObjectInstanceSourceOfAlarm and alarmIdReference."
