This OID is defined in Rec. ITU-T X.501 | ISO/IEC 9594-2. See also IETF RFC 5280.
Extensions were first introduced by Rec. ITU-T X.509 (1997) | ISO/IEC 9594-8:1997. Already in this edition, some child OIDs (of this OID) were listed as "not used" and there is no record of extensions associated with those child OIDs. Other child OIDs are listed in Rec. ITU-T X.509 | ISO/IEC 9594-8, Annex C, and have two grandchild OIDs: one with number 1 for the attribute and another one with number 2 for the Lightweight Directory Access Protocol (LDAP) syntax.
