Information:
UPU first hijacked this OID because they needed the first two arcs of their OID to be encoded in a single byte. ITU-T SG17 sent a liaison statement to UPU in March 2002, to which they replied. At its Sep 2003 meeting, ITU-T SG17 endorses the decision to officially allocate this OID to UPU (see ITU-T document COM17-TD 3191 Rev. 1 [2001-2004]).
