Information:
The UPU first hijacked this OID because they needed the first two nodes of their OID to occupy a single byte. ITU-T SG17 sent a Liaison statement to UPU in March 2002. An answer was received from the UPU. At its Sep 2003 meeting, ITU-T SG 17 endorses the decision to officially allocate this OID to the UPU (see COM17-TD 3191 Rev. 1).
