'noOp' -- indicate that the system will make no operation
when the cnfTopFlowsGenerate is set to 'true'.
Examples when this object could return 'noOp' are:
1. the system is still in the top flow generation
process.
2. the system will not generate the top flows
report when the value of
cnfTopFlowsReportAvailable is 'true'.
'generate' -- indicates that the system will start the top
flows generation process if the
cntTopFlowsGenerate is set to 'true'.

are:
