"A string to compare against usrHistoryControlOwner. If
the length of this string is greater than zero, only those
history objects associated with a control entry with
a matching owner string will be returned. Otherwise,
this object has no effect on collection. It will default to
a zero length string.
This object will report badValue for all sets that occur when
the devRmonUHBCStatus is equal to transmitting(3)."
