DESCRIPTION
"The HDLC Address is valid only for routes destined to
the Satellite interface.

This can also be viewed as the 'next-hop' identifier for
the route destined to satellite.

The valid range of HDLC Address depends on Network mode.

1. Small Network mode - 1 - 254 (0x01 - 0xFE)
2. Large Network Mode - 1 - 32766 (0x01 - 0x7FFE)

An HDLC Address cannot have 0x00 or 0xFF in Least
Significant Byte (LSB).

Set 'cdmipIpRouteState' to 'toSatellite' state before
setting 'cdmipIpRouteHdlcAddress'."
