DESCRIPTION
"This parameter is only applicable if the value of
hjPnniIfResourceUseOptionalGCAC is set to 'true'.
Cell Rate Margin is a measure of the difference between
the effective bandwidth allocation and the allocation for
sustainable cell rate in cells per second.
The default value for this object (created when the
interface is created) is defined by compile-time
symbols in file pnni_def.h."
