DESCRIPTION
"Defines the Rate Increase Factor subfield for
inclusion in the ABR Setup Parameters information
element within Setup messages when initiating an ABR
SVCC-based RCC. This parameter is only used when
using ABR service for establishing SVCC-based RCCs,
and is ignored otherwise. The value of this parameter
specifies the requested rate increase factor, as
calculated by log2(32768 * RIF)."
