"This attribute counts the number of SVC I-frames received but have
been discarded. The discard reasons are:
1. incorrect frame size
2. frame is out of sequence
3. frame received while the network side of the SVC data link
layer is not in the informationTransfer or waitingAck state.

When this count reaches maximum, it wraps to zero."
