DESCRIPTION
"This attribute indicates the number of seconds containing one or
more PLCP Severely Errored Frame (SEF) events. An SEF event is
equivalent to a PLCP OOF (Out of Frame) event.
Counting of PLCPP SEFSs is inhibited for second intervals where
PLCP Unavailable Seconds (UAS) are counted."
