DESCRIPTION
"The power adjustment threshold for a CM
to raise and lower it's transmit power during
normal operation.
When a modem's power adjustment goes above or below
the flapPowerAdjThreshold the CM will be added into
the flap list. The flapCmPowerAdjustments and cmFlapCounts
will be incremented as well.
flapPowerAdjThreshold values of 2 dB and below are low
enough to continuously increment the flapCmPowerAdjustments
under normal conditions.
The values range from 1 to 10. The default is 2."
