"Contains the EA location codes as defined
in American National Standard, J-STD-042.
The bits corresponding to ANSI EA location codes
are indicated below:
SSSSSSSS-DDDD-xx-CCCCCCCCCC
Where:
SSSSSSSS is An 8-bit unsigned number in the
range 0 to 99 that represents the State or
Territory affected by the emergency alert.
DDDD is A 4-bit number in the range 0 to 9
that defines county subdivisions.
xx is reserved
CCCCCCCCCC is 10-bit number between 0 to 999
that identifies a county within a state.
If the EA_Location code is unknown, then the string shall
be all zeros e.g., '000000'."
