"Notifies host that a panic dump condition has occurred.
The headend then may issue a TFTP Get to retrieve the
dump or ignore the trap and allow the host
ocStbHostDumpEventTimeout timer to expire. This trap is
sent only when the ocStbHostDumpEventCount object has a
non-zero value."
