DESCRIPTION
"This parameter (SCR) specifies the rate (cells per second) the
network agrees to receive cells from the station. This parameter
characterizes the amount of sustainable bandwidth for VBR traffic
class. The SCR cannot be greater than the link speed:
3620 for T1, 4800 for E1, 105500 for T3 (96000 for PLCP), 81040 for E3."
