DESCRIPTION
"Indicates whether downloading to the brouter's
Flash memory will be permitted. If this flag is
set to OFF the agent will refuse to download
into its flash memory. At system start-up this
parameter will be initialized to OFF. Once this
has been set to ON, it will remain ON until either
the user sets it to OFF or a download has been
performed at which time the agent will set it
to OFF."
