DESCRIPTION
"The local port capabilities of the UNI.
Each two octets stand for a capability of UNI:
the first two octets represent one capability and
the second two octets represent another capability,
and so on.
The capabilities list:

2 - initializing, true ability not yet known,

142 - full duplex 10BASE-T,
23 - 100BASE-T4,
25 - 100BASE-TX,
