It is based on the dQosQueueBandwidthMinRateMode field and
if the dQosQueueBandwidthMinRateMode selected as:
rate: means egress Minimum Rate (units:kbps),range are 64 ~ 10000000.
percent: means the percentage and the effective rangs are 1 ~ 100.
0 means disabled rate limit."
