"The time at which the configuration of the agent was
last changed. A configuration change is considered
to have been made when non-volatile memory is updated
and the value of this object is the value of sysUpTime
when this occurs. Note that a configuration change
can be made using any access method such as SNMP, a
local terminal or a TELNET connection."
