DESCRIPTION
"The number of frame errors that must occur for this event to
be triggered. The default value is one frame error.
If cienaCesOamErrFrameThreshold frame errors occur within a window
of cienaCesOamErrFrameWindow (in tenths of seconds), an Event
Notification OAMPDU should be generated with an Errored Frame
Event TLV indicating the threshold has been crossed in this
window."
