The values are:
- other = not defined below
-berEncoding = All objects shall be stored within this data file using BERencoding of the ASN.1 object definition.
-oerEncoding = All objects shall be stored within this data file using OER(Octet Encoding Rules, as defined in NTCIP 1102) encoding of the ASN.1 objectdefinition."
