DESCRIPTION
"If the quota facility is enabled, this value
indicates whether the file system should enforce
a hard limit on the quota such that if the
virtual volumes limit (virtualVolumeLimit) is reached,
the user will not be able to create or modify any file
which would cause the quota to be exceeded.
enabled(1) - quota hard limit is enabled.
disabled(2) - quota hard limit is disabled.
