inconsistent.
'dataNotEqualInRestrict' - The Merge-Control setting is
Restrict and the peer zoning
database is not equal.
'activeZoneSetMergeFailed' - The Active Zone Set merge failed.
'zoneMergeDataTooBig' - The merged packet was
too large.
