"Indicates the number of (TCP) connections rejected
during connection setup at a TN3270E server for the
granularity of this conceptual row (server-wide,
port, or port-and-local-address) due to a lack of
resources at the server. An example of when this
counter would be incremented is when no terminal
or printer resource is available to associate with a
client's TCP connection.
A Management Station can detect discontinuities in
this counter by monitoring the tn3270eSrvrStatsUpTime
object."
