DESCRIPTION
"The value is the offset between TAI and UTC, relative to
the ClockTimeTransmitter entity of this PTP Instance. It is equal
to the global variable sysCurrentUtcOffset.
The value is in units of seconds.
The default value is selected as follows:
a)The value is the value obtained from a primary
reference if the value is known at the time of
initialization, else
b)The value is the current IERS defined value of
TAI - UTC (see IERS Bulletin C) when the PTP Instance
