UPU first hijacked this OID because they needed the first two arcs of their OID to be encoded in a single byte. ITU-T SG17 sent a [liaison statement](https://oid-base.com/doc/TD3030r2.htm) to UPU in March 2002, to which they [replied](https://oid-base.com/doc/4850_DOT_PN_009.pdf). At its Sep 2003 meeting, ITU-T SG17 [endorses the decision](https://oid-base.com/doc/TD3169r1.html) to officially allocate this OID to UPU (see ITU-T document COM17-TD 3191 Rev. 1 \[2001-2004\]).
